This is the official incident report from the CHP's encounter with Morgan(?) on March 14, 2014. I obtained it with a FOIA request -- three, to be exact. It reveals nothing, identifies no one -- not Morgan, nor either of the officers involved in the incident. Why has this routine document been so heavily redacted? And under whose orders?
